The Philippine Statistics Authority-Regional Statistical Services Office 01 (PSA-RSSO 01) conducted the Second Level Training of the Functional Literacy, Education and Mass Medis Survey from 18 to 22 September 2024 in San Fernando City, La Union.
The 2024 FLEMMS is the seventh in a series of nationwide literacy surveys implemented by the Philippine Statistics Authority (PSA). This survey is designed to provide a quantitative framework and reliable baseline data that will guide the development and evaluation of educational and literacy policies and programs. The FLEMMS is one of the designated statistical activities for critical policy and decision-making by the government per Executive Order No. 352.
This survey is the main source of basic and functional literacy statistics in the Philippines, which are essential in achieving the targets outlined in the Philippine Development Plan (PDP) 2023-2028 Chapter 2 - Promote Human and Social Development and the Sustainable Development Goal 4 - Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. Its conduct aligns with the government's commitment to promote education policies and programs aimed at eradicating illiteracy, especially in depressed, disadvantaged, and underserved areas. The nationwide data collection for the 2024 FLEMMS will take place from 30 September to 22 October 2024.
During the training, participants were equipped with the basic concepts, definitions, and procedures in accomplishing correctly the FLEMMS questionnaires through a combination of Computer-Assisted Personal Interviewing (CAPI) and Pen-and-Paper
Interviewing (PAPI). Subsequently, they were informed of effective interviewing techniques to obtain respondents' cooperation.
In her message, Regional Director Atty. Sheila O. De Guzman underscored the importance of commitment to delivering reliable and quality statistics which is essential to national development.
The participants during the training were the Provincial Chief Statistical Specialists (PCSSs), Provincial Focal Persons (PFPs), Alternate Provincial Focal Persons (APFPs), and the other Provincial staff. Meanwhile, Assistant Statistician Michael Zix Olario of the PSA-Central Office, Senior Statistical Specialist Mellen Borja, and Assistant Statistician Cheryl T. Nieva served as the Resource Speakers during the said activity.
The FLEMMS training resulted in highly productive preparation, equipping the PSA staff to implement its mission effectively.
