PSA - La Union carries out the 2023 Household Energy Consumption Survey

The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office implemented the 2023 Household Energy Consumption Survey (HECS) in sample enumeration areas in La Union from 17 June 2024 to 19 July 2024.

The 2023 HECS is a nationwide survey of households jointly executed by the Department of Energy (DOE) and the PSA. This is the fifth in the HECS series which started in 1989. The succeeding surveys were conducted in 1995, 2004 and 2011.

The 2023 HECS aims to provide comprehensive and reliable data on end-use of energy consumption and practices of households towards various energy sources in the residential sector. Specifically, the survey aims to determine the following: sources of energy consumption; information on the fuel/energy mix of the household sector based on its energy consumption; most energy-consuming and energy-efficient appliance and equipment used; information on cooking fuel switching; information on the current energy efficiency and conservation techniques; awareness and attitude on major energy issues and programs in the energy sector; and information on the energy use of vehicles for transportation. 

The major data items collected in the 2023 HECS included household characteristics, housing characteristics, household income, energy sources and details, household practices and attitudes on the use of energy sources, and awareness on energy issues. The collected data will be used by government planners, policy makers, and administrators in formulating energy-related social and economic development plans, policies, and programs.

Prior to the conduct of the survey, the hired field personnel of PSA-La Union for the 2023 HECS composed of one Team Supervisor (TS) and four Statistical Researchers (SRs) attended the 2023 HECS Second Level Training held on 12 to 15 June 2024 at Ynad’s Place Hotel and Resort, City of San Fernando, La Union. Statistical Analyst (SA) Engr. Mart Marciano Antonn A. Aromin, PSA-La Union’s focal person for the HECS, served as one of the trainers during the second level training participated by focal persons and hired field personnel from the four provinces of the region. 

The hired SRs visited and interviewed about 403 sample households in the province. The survey was implemented using Computer-Aided Personal Interview (CAPI) for data collection.

All information obtained from the respondents will be treated with utmost confidentiality. Section 26 of Republic Act (RA) No. 10625 stipulates that “Individual data furnished by a respondent to statistical inquiries, surveys, and censuses conducted by the PSA shall be considered privilege communication and shall be inadmissible as evidence in any proceeding.”
