The Philippine Statistics Authority (PSA)-La Union Provincial Statistical Office will conduct for the first time the 2023 National Information and Communications Technology Household Survey (NICTHS) from 05 February 2024 to 06 March 2024, in selected sample households of the province of La Union.
In 2019, the Department of Information and Communications Technology (DICT) conducted the NICTHS through the Philippine Statistical Research and Training Institute (PSRTI) as part of the integral component of the National ICT Statistics Roadmap 2019–2022, with the aim of tracking key household and individual indicators to help monitor the broad development impact of ICT in our country.
Mandated as the central statistical authority of the Philippine government on primary data collection under Republic Act (RA) No. 10625, or the Philippine Statistical Act of 2013, the 2023 NICTHS will now be implemented by the PSA.
The main goal of the 2023 NICTHS is to gather updated household and individual ICT data that is necessary for producing internationally comparable core ICT indicators. It also serves as a key in addressing the lack of ICT demand statistics in the country, for ICT statistics are critical in identifying strategies for improving e-government services and its policy development, planning, and monitoring processes, as well as play a significant role in e-business, banking, and financial services.
Gathered information for the 2023 NICTHS will serve as valuable input in monitoring existing programs, the development of potential projects, and the formulation of future policies geared towards the advancement of ICT in the country. Additionally, the 2023 NICTHS will support evidence-based policies and plans towards the improved implementation of ICT services in the coming years.
For the 2023 NICTHS, La Union covered a total of 414 sample households in 24 sample Enumeration Areas (EAs). These sample EAs will be field-visited by three hired Statistical Researchers (SRs) and one (1) Team Supervisor using Computer-Aided Personal Interviewing (CAPI) under the direct supervision of Dr. Danites E. Teñido, Chief Statistical Specialist (CSS) of PSA-La Union, Susan Cora F. Hufana, Provincial Focal Person (PFP), and John Michael Borja, Alternate Focal Person.
Furthermore, the NICTHS will be implemented in two phases: Phase 1 Field Data Collection, covering the survey preparatory activities up to the enumeration and supervision during data collection; and Phase 2 will be conducted to cover the remaining activities related to post-data processing, data analysis, data dissemination, and project documentation.
The success of this survey relies on the quality of the data obtained by the SRs. Hence, PSA-La Union earnestly calls upon all sample households to participate in the 2023 NICTHS by providing complete and truthful information. Respondents in the survey are assured that all personnel involved are required to keep in strict confidentiality any information obtained during the survey that pertains to any particular household or individual person, as stipulated in Section 26 of RA No. 10625 and Section 8 of RA 10173, or the Data Privacy Act. All data obtained herein shall be held strictly confidential and will not be used for taxation, investigation, or law enforcement purposes.
