The Philippine Statistics Authority-Regional Statistical Services Office I (PSA-RSSO I) represented by Registration Officer III Mellen Borja, PSA-La Union Provincial Statistical Office led by Chief Statistical Specialist Danites E. Teñido, PhD, in partnership with the Local Government Unit (LGU) of Bacnotan, under the leadership of Hon. Mayor Divina C. Fontanilla, through its Local Civil Registry Office (LCRO), headed by Municipal Civil Registrar Erica L. De Castro, a total of 26 recipients in Bacnotan, La Union, received their Certificate of Live Birth in Security Paper under the Birth Registration Assistance Project (BRAP) on 15 April 2024 at the Municipal People's Hall, Municipal Building, Bacnotan, La Union.
In her message, CSS Teñido underscored the significance of birth certificate, particularly for vulnerable groups like senior citizens and indigents, in establishing identity and accessing essential benefits. Meanwhile, RO III Borja encouraged unregistered recipients to enroll in the Philippine Identification System (PhilSys) since they already have their birth certificate which will serve as primary supporting document when registering to the PhilSys.
Hon. Mayor Fontanilla congratulated the BRAP beneficiaries and urged them to obtain a municipal ID which is important in tracking and ensuring the equitable distribution of benefits to its constituents.
The awarding also recorded the oldest recipient under BRAP in the municipality of Bacnotan, Nanay Sefa, a 94-year-old resident of Barangay Cabarsican, Bacnotan, La Union, who happily received her birth certificate.
The BRAP currently implemented by the PSA in partnership with LGUs aims to facilitate the registration of all births, particularly within marginalized sectors such as the Indigenous People and the poorest communities.
