
VIGAN CITY, ILOCOS SUR. The Philippine Statistics Authority (PSA) Ilocos Sur, in collaboration with the Ilocos Sur Association of Civil Registrars (ISACR), and the Sub-National Interagency Committee on Civil Registration and Vital Statistics (IACCRVS) successfully conducted a motorcade to kick off the celebration of the 35th Civil Registration Month (CRM) on 05 February 2025.
The motorcade was done within Metro Vigan, led by a mobile patrol of the Philippine National Police (PNP), followed by the employees of PSA-Ilocos Sur, members of ISACR and Sub-National IACCRVS. They toured along the roads of the City of Vigan and the Municipalities of Caoayan, Bantay, San Vicente, and Santa Catalina.
After the motorcade, the opening program was held at the 3rd Floor, UNP Town Center, Tamag, Vigan City, Ilocos Sur. It began with a welcome remarks delivered by the Chief Statistical Specialist (CSS) of PSO Ilocos Sur, Jeanette M. Marzan, followed by the messages of Registration Officer (RO) IV of Regional Statistical Services Office (RSSO) I, Zenaida L. Garcillan, Head of the Provincial Department of Health Office (PDOHO) and Vice Chairperson of Sub-National IACCRVS, Engr. John C. Foz, and the head of the Provincial Population Office, Mr. Francis Gerard T. Dacanay. The messages concluded that working hand in hand can provide an efficient, reliable, and world-class civil registration.
The highlights of the Opening Ceremony include the presentation of the 35th CRM Calendar of Activities, the Data Dissemination Forum on 2023 Vital Statistics of Ilocos Sur, Birth Registration Assistance Project (BRAP) Updates, and information dissemination on National ID Authentication Services.
Registration Officer (RO) I, Elcid T. Javar discussed the 2023 Birth Statistics, in which he was followed by Statistical Specialist (SS) II, Karen F. Tamayo for the 2023 Marriage Statistics, then Statistical Specialist (SS) II, Engr. Dante D. Dacquel for 2023 Death Statistics. After the Data Dissemination Forum, BRAP updates and National ID authentication services were discussed by Information Officer (IO) I, Ethelwolda Nichole Carbonell and National ID Registration Officer (RO) II, John Roy Q. Pablico.
Various activities will be conducted for the month-long celebration, which include hanging of streamers, free issuance of Civil Registry Documents, conduct of BRAP mobile registrations, attendance to Mass Weddings, training of Solemnizing Officers, refresher training on Civil Registration and Vital Statistics (CRVS), Consulta Caravan, and CRM contests.
The ceremony was concluded by ISACR President, Engr. Aminel M. Ines, with her closing message, by encouraging partner agencies to commit to continuous innovation in delivering trusted civil registration.
This year’s CRM celebration bears the theme “Building a Resilient, Agile, and Future-fit Civil Registration and Vital Statistics System” which underscores the PSA’s commitment to ensuring a responsive statistical system that supports the needs of citizens.
February of every year is Civil Registration Month, pursuant to Proclamation No. 682 issued on January 28, 1991, by President Corazon C. Aquino, to remind Filipinos of their duty to register vital events in their life such as births, marriages, and deaths, as well as decrees, legal instruments, and judicial orders affecting their civil status.
