SAN FERNANDO CITY, LA UNION. The Ilocos Sur Association of Civil Registrars (ISACR), in collaboration with the Philippine Statistics Authority (PSA) Ilocos Sur, successfully conducted a two-day training on Civil Registration for City/Municipal Civil Registrars of Ilocos Sur and their staff at J&V Resort and Hotel, San Fernando City, La Union on 20 to 21 February 2025. The training aimed to enhance the knowledge and skills of local civil registrars, ensuring that they are well-equipped to implement civil registration laws and procedures efficiently and accurately with the latest legal updates and practices to better serve the community.

Birth Registration Coordinator (BRC) Jannina R. Taiza began the training by acknowledging the presence of the  City/Municipal Civil Registrars (C/MCRs) and staff, including PSA Ilocos Sur Staff led by Chief Statistical Specialist (CSS) Jeanette M. Marzan, and officals from the RSSO I and PSA Central Office who served as guest speakers and participated in the training. The training officially opened with welcome remarks delivered by CSS Jeanette M. Marzan. This was followed by a message from Chief Administrative Officer (CAO) of the Civil Registration and Administrative Support Division (CRASD) Cammille Carla U. Beltran, who spoke on behalf of RSSO I Regional Director Atty. Sheila O. De Guzman. In her message, CAO Beltran underscored the vital role of civil registrars in the legal documentation and identity verification process.

On the first day of the training, Registration Officer (RO) II Mary Claire U. Ragasa discussed the basic concepts and procedures of civil registration, providing a comprehensive overview of the foundational principles that civil registrars must follow. Additionally, Administrative Officer (AO) III of the RSSO I Joel F. Natura gave an in-depth lecture on the various laws related to civil registration, educating participants on the legal framework that governs their work. After these informative discussions, C/MCRs and staff raised their questions and shared insights during the open forum pertaining to the topics presented.

The second day featured a presentation by Attorney IV RA Head Atty. Harjade S. Dammang from the PSA Central Office, who discussed Republic Act No. 9048 and Republic Act No. 10172, highlighting the processes for the correction of clerical errors in civil registry documents. This was followed by Registration Officer IV of the Civil Register Management Division, Emilio C. Querubin Jr., discussed on Court Decrees and Legal Instruments, explaining their relevance in civil registration and legal matters. After these insightful discussions, C/MCRs engaged in an open forum, where they raised questions and shared insights regarding the topics presented. The forum also provided an opportunity for C/MCRs and staff to discuss challenges and best practices in civil registration. Additionally, C/MCRs and staff actively participated on discussion about challenges and best practices in civil registration. The training was officially closed with a heartfelt message from the President of ISACR Engr. Aminel M. Ines, who expressed her gratitude to the resource speakers and participants for their active involvement on the training and commitment to improving delivery of civil registration services in the province.

This training is part of PSA Ilocos Sur’s continued efforts to improve the efficiency of civil registration services and a significant step toward fostering greater collaboration among local civil registrars and enhancing the quality of service provided to the public.
