ILOCOS SUR. The Philippine Statistics Authority (PSA) – Ilocos Sur conducted the 3rd Level Training of the 2023 Census of Philippine Business and Industry (CPBI) and 2023 Input-Output Survey of Philippine Business and Industry (IOSPBI) at the Conference Hall, 3rd floor, UNP Town Center Tamag, Vigan City, Ilocos Sur on 16 to 20 April 2024.
During the training, Chief Statistical Specialist (CSS) Jeanette M. Marzan emphasized the importance of conducting the survey as it will be the benchmark for forthcoming establishment based surveys. The data gathered will serve as a crucial measure for assessing the economic growth not only at the national level but also at the regional and provincial levels. She also reiterated that by ensuring the accuracy and correctness of the gathered data, policymakers and analysts can make informed decisions based on reliable information, thereby facilitating more effective economic planning and resource allocation. Statistical Specialist II (SSII) Karen F. Tamayo comprehensively discussed topics ranging from the introduction to the survey forms and materials, as well as field operations procedures. She ensure that every aspect of the data collection process is thoroughly understood. This not only facilitates consistent data collection practices but also enhances the accuracy and reliability of the gathered information.
The 2023 CPBI will collect and generate information on the levels, structure, performance and trends of economic activities of the establishments in the economy for the year 2023. Also, the PSA will simultaneously conduct the 2023 IOSPBI and will be a rider survey for 2023 CPBI. The sample establishments for IOSPBI will comprise approximately 25 percent of the 2023 CPBI total sample establishments. These surveys will serve as benchmark information for the over-all revision and rebasing to 2023 of the National Accounts.
The data collection is being conducted by eight Statistical Researchers (SRs). CPBI have 469 sample establishments and 82 sample establishments for IOSPBI covering all the cities and municipalities of the province. Enumeration commenced on 06 May 2024 and expected to be completed on 31 July 2024.
The conduct of CPBI is based on RA 10625 known as the Philippine Statistical Act of 2023, which was approved on 12 September 2013. Section 6 of RA 10625 states the “The Philippines Statistical Authority (PSA) shall be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts.” Specifically, Section 6 (b) of this Act mandates the PSA “to prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy and Executive Order No. 352 mandating the conduct of CPBI every five years.
