PSA-La Union conducts the 2023 CPBI with the 2023 IOSPBI rider survey

The Philippine Statistics Authority (PSA)-La Union Provincial Statistical Office undertakes the 2023 Census of Philippine Business and Industry (CPBI) and its rider survey, the 2023 Input-Output Survey of Philippine Business and Industry (IOSPBI), from 10 May 2024 to 31 July 2023 in selected sample establishments in the province. 

The 2023 CPBI is the 17th in the series of economic censuses in the country and is one of the three national censuses being conducted by the PSA provided under Republic Act (RA) No. 10625 and a designated statistical activity under Executive Order (EO) No. 352, series of 1996, which seeks to collect and generate information on the levels, structure, performance, and trends of economic activities of the establishments in the economy for the year 2023. Also, it will serve as benchmark information for the overall revision and rebasing of the National Accounts for 2023.

The full cycle of the 2023 CPBI has two major phases: 2023 CPBI Phase 1, which is the 2023 Updating of the List of Establishments (ULE) conducted last year, and 2023 CPBI Phase 2, which is now the conduct of the census proper. 

The sampling frame used for the 2023 CPBI Phase 2 operation is the result of Phase 1, which includes all formal and informal establishments in the country engaged in economic activities classified under the 2009 Philippine Standard Industrial Classification (PSIC), with some exceptions to those establishments with a total of less than 20 employees.

Meanwhile, the 2023 IOSPBI is the 9th of the Input-Output (I-O) survey series conducted by the PSA to provide the economic structure of output and intermediate consumption of industries in the economy. Specifically, it will collect detailed information on revenue, expenses, and inventories by product of businesses and industries in the Philippines.

To ensure uniformity and correctness of the implementation of the field operation plan and its successful conduct, PSA-La Union conducted a five-day training from 22 to 26 April 2024 to its nine hired Statistical Researchers (SRs) and one Team Supervisor (TS).

La Union will cover a total of 694 sample establishments for the 2023 CPBI and 107 sample establishments for the 2023 OISPBI.

Sample establishments are given multiple options on how they will be able to respond to the survey. This include using the online questionnaire available at https://cpbi.psa.gov.ph, utilizing an electronic questionnaire in portable document format (PDF), or completing the printed copy of the Self-Administered Questionnaire (SAQ).

The success of the 2023 CPBI and the 2023 IOSPBI highly depends on the quality of the data that will be collected. Hence, PSA-La Union encourages the sample establishments to participate in the census operation by providing truthful and complete data. All sample establishments are assured that all gathered information will be held with the utmost confidentiality under Section 19 of RA No. 10173, otherwise known as the Data Privacy Act of 2012, and Section 26 of RA 10625, otherwise known as the Philippine Statistical Act of 2013.
