As part of the activities conducted for the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS), the Philippine Statistics Authority (PSA)-La Union Provincial Statistical Office carries out the Barangay Profile Questionnaire (BPQ) Data Collection and Service Facilities and Government Projects (SFGP) Listing and Map Generation from 13 May 2024 to 12 June 2024.

The 2024 POPCEN-CBMS is an integrated activity that is a cost-efficient strategy by the agency and is primarily designed to update the population and social registry of the Philippines. The POPCEN and CBMS are conducted simultaneously, thereby referred to as 2024 POPCEN-CBMS. The PSA will conduct the POPCEN, under Republic Act (RA) No. 10625 or the Philippine Statistical Act of 2013, and Executive Order No. 325. Meanwhile, RA No. 11315, otherwise known as the CBMS Act, refers to an organized technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level while empowering communities to participate in the process.

The collected data on barangay profiles shall be used to update the urban-rural classification of barangays. Meanwhile, the listing of SFGP shall serve as a reference file in the conduct of the geotagging of SFGP for the 2024 POPCEN-CBMS.

Specifically, the 2024 POPCEN-CBMS BPQ Data Collection and SFGP Listing aims to: collect information on the characteristics of barangays such as the type of facilities and establishments present in the barangay; gather an initial list of service facilities and government projects from barangays and cities/municipalities which will serve as reference in the actual geotagging operations; and have an estimated number of facilities and government projects to be geotagged in the 2024 POPCEN-CBMS rollout.

Meanwhile, the conduct of the 2024 POPCEN-CBMS Map Generation includes the creation of block maps, QField Projects (QPs), and paper maps which shall serve as guides during the actual conduct of the enumeration and geotagging of the 2024 POPCEN-CBMS.

To ensure that the field operation plan is properly implemented, PSA-La Union hired and trained nine (9) Statistical Researchers (SRs) and one (1) Team Supervisor (TS) for the BPQ Data Collection and SFGP listing, and seven (7) Map Data Processors (MDPs) and two (2) Map Data Reviewers (MDRs) for the mapping-related activities of the CBMS.

The City/Municipality Personnel or Officials (C/MPOs) and Barangay Personnel or Officials (BPOs) are given multiple options on how they will be able to respond to the survey. This includes Self-Administered Paper Questionnaire (SAQ-P), Self- Administered Digital Questionnaire (SAQ-D), Computer-Assisted Personal Interview; and Pen-and-Paper Personal Interview (PAPI).

Through the collaborative efforts of the PSA and the local communities and officials, the 2024 POPCEN-CBMS aims to provide accurate and comprehensive data that will serve as a vital source for informed decision-making, policy formulation, and development planning at both local and national levels. By updating the population and social registry, classifying urban-rural areas, and geotagging service facilities and government projects, this integrated initiative is a vital step toward ensuring inclusive and sustainable development for all Filipinos.
