The Philippine Statistics Authority – Regional Statistical Services Office I 
(PSA – RSSO I) and Civil Registrars Association of Region 1 conduct the First Regional Convention on Civil Registration and Vital Statistics (CRVS) held at Don Leopoldo Sison Convention Center, Alaminos City, Pangasinan from 14 to 17 October 2024.

With the convention’s theme, “Strengthened Partnership: Towards a Vibrant, Responsible and Inclusive Implementation of Civil Registration and Vital Statistics (CRVS) System”, the topics that were discussed focused on the various areas of civil registration and vital statistics including A to Z Civil Registration; Introduction to Civil Registration; Updates on Civil Registration; Republic Act No. 11909 (Permanent Validity of Certificates of Live Birth, Death, and Marriage Act); Birth Registration Laws, Borderline Cases, and Updates; Registration of Death in the Philippines; Marriage Laws in the Philippines (Application, Solemnization, and Registration); and Updates on RA 9048 and RA 10172.

During the event, guests were welcomed by Pangasinan’s Alaminos City Mayor Arth Bryan C. Celeste, and delivered the message of Pangasinan’s 1st District Representative, Congressman Arthur F. Celeste. PSA’s Assistant National Statistician of the Civil Registration Service, Engr. Marizza B. Grande informed the participants of the various efforts of PSA in the digitalization of civil registration which include the e-CRVS. On the other hand, Atty. Glaiza Mae Masaoy-Onia, Special Assistant to the Regional Director of Region 1 of the Department of Agrarian Reform (DAR) delivered the keynote message on behalf of Secretary Conrado Estrella III. She stressed the importance of the partnership of PSA and Local Civil Registry Offices in the delivery of services to the people. Moreover, participants were entertained by the Cayucay National High School Deles’, Alaminos City Rondalla Ensemble.

On the third day of the event, PSA - RSSO I awarded the winners for the Regional Search for Top Performing Local Civil Registry Offices. The winners of each category are as follows:

Naimpusuan a Panagserbi Award:

1^st Runner Up (Large Category) – Agoo, La Union

Naisangsangayan a Ganuat Award: 

1^st Runner Up (Large Category) – Mangatarem, Pangasinan

Natalged a Timpuyog Award: 

1^st Runner Up (Large Category) – Mangatarem, Pangasinan

Natulnog Award: 

1^st Runner Up (Extra Large Category) – Batac City, Ilocos Norte

2^nd Runner Up (Extra Small Category) – Burgos, La Union

Lastly, the Pangasinan Civil Registrars Association (PANCRA) was bestowed as the Champion for Region 1’s Outstanding Civil Registrars Association, while La Union Civil Registrars Association (LUCRA) being the first (1st) Runner Up. At the same time, the Ilocos Norte Civil Registrars Association (INCRA) and Ilocos Sur Association of Civil Registrars (ISACR) were awarded Regional Finalists.
