According to the official data of the 2021 Annual Survey of Philippine Business and Industry (ASPBI), there were 56 registered establishments and 3,196 workers in the Ilocos Region's construction industry in 2021. This indicates that at least 57 people worked for each establishment. The number of registered establishments increased by 7.7 percent from 52 in 2020. Meanwhile, the number of employees under Construction decreased by 9.4 percent from 3,527 in 2020 to 3,196 in 2021.

In 2021, 99.7 percent of employed people or a total of 3,187 persons in Ilocos Region, worked as paid workers. In comparison to 2020, there were 9.4 percent fewer paid employees in 2021.

In 2021, the construction industry incurred 5.2 billion in total costs, lower than the 6.7 billion total expense in 2020. Meanwhile, the region's total compensation given to workers was PhP 683.6 million, down by 11.6 percent from PhP 773.6 million in 2020. The construction sector's overall revenue experienced a 4.8 percent decrease, from 7.8 million in 2020 to PHP 7.4 million in 2021.

The Ilocos Region's construction sector paid an average annual compensation of 214.5 thousand per employee in 2021. This resulted in a revenue-to-expense ratio of 1.42, indicating a 0.42 surplus in revenue for every peso spent. This figure is 2.4 percent lower than the 2020 average annual compensation per employee of 219.8 thousand, which corresponded to a revenue-to-expense ratio of 1.16.
