The Philippine Statistics Authority (PSA) - La Union Provincial Statistical Office, in coordination with the Local Government Units (LGUs) and partner agencies in La Union, starts the nationwide conduct of the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS) on 15 July 2024 and is expected to be completed on 15 September 2024.

Persons included in the enumeration are all living persons as of 12:01 AM of 01 July 2024.

PSA-La Union hired a total of 822 census field personnel composed of 29 Census Area Supervisors (CASs), 119 Team Supervisors (TSs), and 674 Enumerators (ENs) who underwent training in preparation for the implementation of the activity. These hired personnel will closely coordinate with the LGUs across the province in the commencement of the 2024 POPCEN-CBMS in La Union.

The simultaneous conduct of these two statistical activities is pursuant to Republic Act (RA) No. 10625, or the Philippine Statistical Act of 2013, and RA No. 11315, or the CBMS Act of 2019. Proclamation No. 627 was also issued by President Ferdinand R. Marcos Jr. on 09 July 2024 “Declaring July 2024 as National Census and Community-Based Monitoring System Month,” encouraging all citizens and residents of the country to cooperate with the PSA and its census enumerators in the conduct of the 2024 POPCEN-CBMS.

The POPCEN refers to the complete process of collecting, compiling, evaluating, analyzing, publishing, and disseminating data about the population in the country that aims to provide government planners, policy makers, and administrators with data on the size, distribution, and composition of the population, on which to base their social and economic development plans and programs.

Meanwhile, the CBMS refers to an organized technology-based system of collecting, processing, and validating disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level and entails the enumeration of all households in the community. Specifically, the CBMS aims to generate relevant and locally disaggregated statistics on poverty to be used in the computation of the Multidimensional Poverty Index (MPI).

Through this joint undertaking, the PSA will be able to adhere to its mandate in updating the mid-decade inventory of the population of the entire Philippines while ensuring the updating of social registries of national government agencies and the LGUs for evidence-based project development and program implementation.

The 2024 POPCEN-CBMS will adopt the Computer-Assisted Personal Interview (CAPI), which will involve the gathering of information using a digital Household Profile Questionnaire (HPQ) using tablets to cover households.

The success of the 2024 POPCEN-CBMS highly depends on the quality of the data that will be collected. Hence, PSA-La Union appeals to the public to participate in the undertaking by providing truthful and complete data.

The public is assured that all the personal information collected will remain strictly confidential and will not be used for investigations in relation to any criminal, administrative, or tax liabilities of a data subject, pursuant to the CBMS Act and the Data Privacy Act of 2012.
