Based on the results of the 2020 Census of Population and Housing (CPH), a total of 5,248,747 persons in the Ilocos Region had their birth registered with the Local Civil Registry Offices (LCROs). This translates to 99.2 percent of the 5,292,247 household population of the region in 2020. The Ilocos Region had the highest percentage of birth registration among the regions in the country.
All the provinces of the Ilocos Region belonged to the top 15 provinces with the highest proportion of registered births. Ilocos Norte ranked second in the list. The provinces had 99.6 percent of its household population with registered births, equivalent to 606,212 persons. La Union ranked fourth in the list having 99.4 percent or 815,364 persons whose births were registered with the LCROs. Meanwhile, Ilocos Sur and Pangasinan have 99.2 percent (698,648), and 99.0 percent (3,128,523) of their repective household population with registered births.
The household population aged 15 to 20 years old had the highest birth registration percentage at 99.5 percent. In terms of magnitude among the registered household population, the age group 10 to 14 years old has the most birth registration. On the other hand, most of the not registered and not reported individuals came from the age group 0 to 4 years old at 7,140, and 73, respectively. Meanwhile, most unknown cases were recorded in the age group of 80 years and over.
The Ilocos Region had 5,154,625 persons who reported that they have a copy of their birth certificate while 128,725 have none. Among the provinces in the region, Pangasinan had the highest number of individuals with and without a copy of their birth certificate. The province had 3,073,442 persons with a copy of their birth certificate, while there were 80,64 who have none. Meanwhile, Ilocos Norte had the least number of persons with and without a copy of their birth certificate of 599,342, and 8,684, respectively.
