The Philippine Statistics Authority (PSA) La Union Provincial Statistical Office implements the 2022 Updating of the List of Establishments (ULE) in the province on August 15 to October 15, 2022.

 

The ULE is a regular undertaking of the PSA which aims to provide an updated and reliable sampling frame for the census and surveys of establishments and enterprises. Nationwide updating is usually undertaken a year prior to the conduct of Census of Philippine Business and Industry (CPBI) and is considered as the CPBI Phase 1. However, in 2021, a nationwide ULE was conducted mainly to assess the changes in business operations in the country brought by the pandemic and by some natural calamities.

 

For the 2022 ULE round, the updating will involve field verification of establishments whose business operations have temporarily stopped based on the results of the 2021 ULE. This is to determine the current status of these establishments as to whether they already resumed operation, permanently closed, or still temporarily stopped. Also, to further assess the operation of these establishments after the pandemic, a supplementary questionnaire will be administered.

 

The List of Establishments (LE) is among the important products of the PSA. Some of its uses include (1) provision of reliable statistical frame for the conduct of establishment/enterprise surveys/census; (2) provision of  bases for sampling and coverage decisions; (3) creation of list of enterprises; (4) compilation of micro, small, medium enterprises statistics; (5) determination of new and/or emerging economic activities; (6) provision of statistics for policy and program formulation and monitoring of trade and industry development; (7) and one of the bases for classification of a barangay into urban/rural area and creation of barangay/city/municipality and province.

 

A total of 490 temporarily closed establishments in the province will be verified by two hired Statistical Researchers (SRs) under the supervision of Chief Statistical Specialist Danites E. Teñido, Ph.D.; Statistical Specialist II Susan Cora F. Hufana, Provincial Focal Person; and Statistical Analyst Karl Josef G. Hufana, Alternate Focal Person.

 

The PSA enjoins the support of the Local Government Units (LGUs) and cooperation of sample establishments in providing truthful, complete and accurate information to the SRs. The data to be collected in the survey shall be covered by the confidentiality of information clause under Section 26 of Republic Act 10625, which stipulates that individual data furnished by a respondent to statistical inquiries, surveys, and censuses of the PSA shall be considered privileged communication and such shall be inadmissible as evidence in any proceeding.

 

The PSA also assures the public that all hired SRs are in good health condition. Minimum public health and safety standards will be strictly observed during enumeration.
