The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office held a two-day training on Civil Registration and Vital Statistics (CRVS) 201, Administrative Order No. 1, Series of 2021, and Philsys Birth Registration Assistance Project (PBRAP) at Marand Resort and Spa, Baccuit Sur, Bauang La Union on July 6-7, 2022.

 

The training aimed to refresh the participants with concepts, frameworks and principles that will assist them in the smooth implementation of civil registration in the province. Moreover, it also aimed to ensure uniform interpretation of the Implementing Rules and Regulations (IRR) on Republic Act (RA) 9048/RA 10172 among the Local Civil Registry Offices (LCROs) in the province that will lead to lesser impugned petitions.

 

Participants to the said training were City/Municipal Civil Registrars (C/MCRs) from the different Local Civil Registry Offices (LCROs) in the province together with their staff.   Atty. Sheila O. De Guzman, PSA- Regional Statistical Services Office I (RSSO I) Regional Director, graced the training and inspired the participants with her message.  Atty. Eliezer Ambatali, Director III of PSA Legal Office, served as special guest and one of the resource speakers.

 

During the first day of training, Registration Officer I (RO I) Engr. Mart Marciano Antonn A. Aromin discussed on “Basic Concepts and Procedures on Civil Registration”  while Registration Officer II (RO II) Engr. Leny Grace S. Balanon talked about “Data Processing/Appreciation for Vital Statistics.” Chief Statistical Specialist (CSS) Danites E. Teñido, Ph.D. explained “Administrative Order (AO) 1 Series of 2021 Rule 1 – 4.” 

 

Moreover, PSA-RSSO I Focal Person on Certificate of Registration of Authority to Solemnize Marriage (CRASM) Rosemarie C. Javier discussed on “Processing of Applications for CRASM at the Regional Office and Conduct of Field Visit and Preparation of Report” while PSA-RSSO I Chief Administrative Officer Camille Carla U. Beltran presented on the “Procedure in the Cancellation of CRASM.”

 

Atty. Ambatali elaborated on “Remedies in Cases of Impugned Decisions Under RA 9048 and RA 10172.”  An open forum was conducted to clarify and answer the issues and concerns of the participants regarding the discussed topic.

 

The second day of the training mainly focused on the following topics: AO No. 1 Series of 2021 Rule 5-7 discussed by RO II Balanon; AO I Series of 2021 Rule 8 – 13 discussed by RO I Aromin; Laws Related to Civil Registration discussed by RSSO I Statistical Specialist II (SS II) Joseph E. Estoesta; and Court Decrees, Legal Instrument Supplemental Reports discussed by CSS Teñido. Updates on the PhilSys Birth Registration Assistance Project in the province was also shared by RO II Balanon.

 

The event was not just a refresher training to the participants but it also served as a venue to strengthen the bond between the PSA personnel and the C/MCRs towards achieving a common goal - the success of PhilSys Birth Registration Assistance Project.
