PhilSys registration comprises of three steps: Step 1 is the collection of the demographic information; Step 2 is the validation of demographic information using PhilSys accepted supporting documents; and Step 3 is the issuance of the PhilSys Serial Number and the PhilID. The two steps involve the cooperation of both the applicant and the PSA while for the third step, PSA partners with the Bangko Sentral ng Pilipinas for the production of the PhilID and the PhilPost for its door-to-door delivery.

The PSA encourages all Filipinos in the province to complete the PhilSys Step 1 and Step 2 Registration to be able to have the PhilID card that they can use in transacting with the government and private sector to avail various services.  The PhilSys Step 2 registration is conducted through mobile and institutional registrations in various barangays, public schools, public markets, malls, different government and non-government agencies, and the private sector.
