The Philippine Statistics Authority (PSA) will conduct the 2022 Commodity and Outlet Survey (COS) on April 1 to 20, 2022 to 16,500 national sub-sample households from the successfully interviewed households of different income levels from the 2018 Family Income and Expenditure Survey (FIES).

 

The COS is a nationwide survey conducted to gather data on commodities and services that a family purchased or availed of for most of the time and the type of outlets where these commodities and services are being purchased or availed of within the country.   The survey results will be used to: (1) determine the commodities in the 2018-based Consumer Price Index (CPI) market basket for All Income Households that will be used to generate the 2018-based CPI for the Poor Income Households or the Bottom 20% Income Households; and (2) determine the commodities that will be included in the CPI market basket for Upper Income Households and the Poor Income Households when the series will be rebased to base year 2021.

 

PSA-La Union hired and trained 16 Statistical Researchers (SRs) who will visit the 196 sample households in the province. The PSA assures the public that all personnel involved in this undertaking will adhere with the minimum public health and safety standards against the Coronavirus Disease 2019 (COVID-19) during all phases of the field operations and will observe all protocols laid down by the Local Government Units (LGUs).

 

The authority and mandate of the PSA to conduct the 2022 COS emanates from Republic Act (RA) No. 10625 known as the Philippine Statistical Act of 2013 which states that, “the PSA will be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts.”

 

The PSA enjoins the support of the LGUs and cooperation of successfully interviewed households of the 2018 FIES to support the 2022 COS by providing truthful, complete, and accurate information to the SRs.  All data collected from the sample households shall be kept strictly confidential and shall not be used for purposes of taxation, investigation, or regulation as provided under Article 55 of RA 10625.
