The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office gave recognition to top performing Local Civil Registry Offices (LCROs) in La Union during the 32^nd Civil Registration Month (CRM) Closing Ceremony held at the Botanical Garden, City of San Fernando, La Union. 

The LCRO Awards in the province served as a culmination activity of the month-long celebration of the 32^nd CRM with the theme: “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Transformation."   The selection of top performing LCROs was based on their ratings in various activities undertaken from January to December 2021 that include their submitted Civil Registry Documents, Annual Reports and evaluation during the LCRO Visitation. 

The fourth year in a row, LCRO Agoo again bagged the 1^st Place Top Performing LCRO Award for the year 2021.  LCRO Aringay landed on 2^nd Place while LCROs of Bauang, Bacnotan, and Rosario were awarded 3^rd Place, 4^th Place, and 5^th Place, respectively.  Top five LCROs were also awarded Special Awards.  LCRO Agoo won the top post of the “Naimpusuan a Panagserbi Award” and “Naisangsangayan a Gannuat Award”  while LCRO Burgos was awarded as Champion in “Natulnog Award” and “Kangrunaan Award.”  LCRO Aringay outsmarted other LCROs being the Champion in “Natalged a Timpuyog Award”  while the LCRO of the City of San Fernando emerged as Champion in the “Nainsiriban a Balakad Award.”   Meanwhile, LCRO Bauang captured the lone award as most improved LCRO dubbed as “Naisangsangayan a Panagsayaat Award.”   LCRO Agoo also emerged as Champion in the Civil Registration Quiz held on February 3, 2022 and in the 2^nd Inforgraphics Contest on Civil Registration.

The awarding of Top Performing LCROs has been an annual activity during the CRM conducted by PSA – La Union to inspire and motivate all LCROs in the province to actively participate in all Civil Registration and Vital Statististics (CRVS) initiatives for better delivery of services to Filipinos and to serve as a shining example to other LCROs.

The annual observance of CRM is pursuant to Presidential Proclamation No. 682 “Declaring the Month of February of Every Year as Civil Registration Month” dated January 28, 1991 and signed by then President Corazon C. Aquino. 

PSA-La Union in collaboration with the La Union Civil Registrar’s Association (LUCRA) implemented  various activities in line with the 32^nd CRM celebration that include hanging of streamer and posting of social media cards, motorcade, radio interview, LCRO Visitation, CRVS information dissemination,  Online Statistical and Civil Registration Forum, on-site exhibits, charitable activity, free issuance of certification by LCROs, mobile civil registration, mass wedding in selected municipalities, Civil Registration Lecture Series, CRM Quiz, Civil Registration Infographics Contest, awarding of Top Performing LCROs, and oathtaking of newly elected LUCRA officers.

The observance of the CRM aims to remind the public of their duty to register acts and events concerning the status of persons; enhance nationwide awareness and appreciation of the legal, administrative and statistical values of civil registry documents; and emphasize its importance in national development planning.
