Birth Statistics
The number of registered live births in Region I (Ilocos Region) during the fourth quarter of 2017 summed up to 25,967, an increase of 8.6 percent compared to 23,913 births on the same period of 2016. The daily average birth occurrence during the fourth quarter of 2017 was computed at 282 births or an average of 12 babies born per hour. Consistently, the month of November was observed to have the highest average daily births at 318 and 302 babies during the fourth quarter of 2016 and 2017, respectively.
The highest number of registered live births during the fourth quarter of 2016 and 2017 was recorded in the month of November. The percent share of the total births in November to the quarterly totals were 39.9 percent in 2016 and 34.9 percent in 2017.
The month of December was observed to have the least number of registered live births at 5,830 and 7,988 during the fourth quarter of 2016 and 2017, respectively.
Among the provinces in the region, the province of Pangasinan registered the highest number of births in the fourth quarter of 2017. Its share was more than half (63.4 percent share) of the total registered births in Region I. The province of La Union ranked second with 3,941 births (15.2 percent share), followed by the province of Ilocos Sur with 3,108 births (12.0 percent share) and the province of Ilocos Norte with 2,466 (9.5 percent share).
In fourth quarter of 2017, San Carlos City, Pangasinan ranked first among the top ten Cities/Municipalities in Region I that registered the highest number of live births with 3,046. This was followed by Dagupan City, Pangasinan with 3,005 births; City of San Fernando, La Union with 2,220 births; City of Urdaneta, Pangasinan with 1,608 births; and City of Alaminos, Pangasinan with 1,370 births. It was also observed that San Carlos City and Dagupan City had higher registered births than the total registered births in the province of Ilocos Norte in the fourth quarter of 2017.
On the other hand, the municipalities of Sigay, Banayoyo and Dumalneg, had the lowest number of registered live birth in fourth quarter of 2017 with one registered birth each. It was followed by San Esteban and Suyo, Ilocos Sur with two registered live births each and Laoac, Pangasinan, Adams and Carasi, Ilocos Norte with three registered births each.
Males (13,361) outnumbered females (12,606) in terms of registered live births during the fourth quarter of 2017, resulting to a sex ratio of 106 males per 100 females.
Ilocos Sur posted a sex ratio of 108 which is higher than the regional ratio. The sex ratio of 106 was recorded in Pangasinan and La Union. On the other hand, Ilocos Norte posted the lowest sex ratio in the region with 104.
In fourth quarter of 2017, there were 90.4 percent or 23,479 of total registered live births were attended by medical practitioners which may either be a physician, a nurse or a midwife. The province of La Union had the highest percentage of birth deliveries tended by health professionals with 91.7 percent of the total registered live births in the province followed by Pangasinan with 90.7 percent, Ilocos Sur with 89.0 percent and Ilocos Norte with 88.2 percent.
Marriage Statistics
There were 5,022 marriages registered during the fourth quarter of 2017, showing a decrease of 2.3 percent from the figure on the same period last year of 5,141 marriages.
All provinces recorded a decrease in the number of registered marriages from fourth quarter of 2016 to fourth quarter of 2017. The biggest percent decrease was noted in Ilocos Norte from 684 to 615 marriages (10.1 percent), followed by Ilocos Sur from 723 to 692 marriages (4.3 percent), while that of Pangasinan decreased from 2,917 to 2,900 marriages (0.6 percent).
The number of registered marriages in the province of Pangasinan went down to 2,900 during the fourth quarter of 2017 from 2,917 in the same quarter of 2016. The province of Pangasinan remained with the most number of registered marriages in the region. La Union ranked second with 815 (16.2 percent share) followed by Ilocos Sur with 692 (13.8 percent share). In same period a year ago, La Union also ranked second with 817 marriages (15.9 percent share) while Ilocos Sur ranked third with 723 marriages (14.1 percent share).
On the other end, the province of Ilocos Norte posted the least number of registered marriages during the fourth quarter of 2016 and 2017 with 684 (13.3 percent share) and 615 (12.2 percent share), respectively.
The month of December was the most preferred month to tie the knot during the fourth quarter of 2016 and 2017 with a total of 2,986 and 2,882 marriages, respectively. It corresponds to a daily average of 96 and 93 registered marriages, respectively which surpassed the regional daily average number during the fourth quarter of 2016 and 2017. On the other hand, October recorded the least number of marriage occurrences during the fourth quarter of 2016 and 2017 with a total of 947 and 1,065 marriages translating to a daily average of 31 and 34 registered marriages, respectively.
Death Statistics
A total of 8,838 deaths were registered during the fourth quarter of 2017. The figure indicated a slight decrease of about one percent death occurrences from the 2016 figure of 8,923.
The province of Pangasinan ranked first in terms of the number of registered deaths during the fourth quarter 2017, with a total of 5,104 or 57.8 percent share of the total registered deaths in the region. La Union placed second with 1,439 registered deaths (16.3 percent share), followed by Ilocos Sur with 1,220 (13.8 percent share) and Ilocos Norte with 1,075 (12.2 percent share).
In the same quarter of 2016, Pangasinan recorded 5,115 deaths or 57.3 percent of the total registered deaths in the region. La Union registered 1,465 (16.4 percent share), Ilocos Norte with 1,176 (13.2 percent share) and Ilocos Sur with 1,167 (13.1 percent share).
Ilocos Norte reported the highest percent decrease at 8.6 percent, followed by La Union with 1.8 percent and Pangasinan with 0.2 percent decrease. Comparing the two periods, only Ilocos Sur posted an increase at 4.5 percent from 1,167 deaths in 2016 to 1,220 deaths in 2017.
The cities of Dagupan, San Fernando, San Carlos, Batac and Urdaneta posted the highest number of registered deaths in fourth quarter of 2017 with 933, 645, 533, 358 and 286 deaths, respectively. On the other hand, the municipalities of Adams, Sugpon, Nagbukel, Dumalneg, Burgos, Sigay and Carasi had the least number in terms of the number of registered deaths: Adams with two registered deaths; Nagbukel and Sugpon with three deaths each, Dumalneg with four deaths and Burgos, Sigay and Carasi with five death occurrences each.
During the fourth quarter of 2017, mortality was at its peak in the month of November with total registered deaths of 3,031. This figure was more than one-third of the regional quarterly total of 8,838 death occurrences. The number of deaths in the month of November 2017 translates to an average of 101 death occurrences per day. The figure was higher than the daily average death occurrences in the region which is 96. December 2017 posted the lowest number of registered deaths with 2,849 in fourth quarter of 2017.
In the same period of 2016, the highest number of registered deaths was also in the month of November with 3,112 death occurrences, followed by the month of October with 3,055. The smallest number of registered deaths was in December with 2,756. November 2016 has the highest daily average of 104 death occurrences followed by October with a daily average of 99 death occurrences.
There were more death occurrences among males (4,879) than females (3,959) in Region I during the fourth quarter of 2017. The computed sex ratio during the quarter was 123 male deaths for every 100 female deaths.
Ilocos Norte posted the highest sex ratio with 140, La Union ranked second with 125 and followed by Pangasinan with 120. The lowest computed sex ratio of 119 male deaths per 100 female deaths was noted in Ilocos Sur.

Data on births, deaths and marriages presented in this release were obtained from the Certificate of Live Birth (Municipal Form 102), Certificate of Death (Municipal Form 90) and Certificate of Marriage (Municipal Form No. 97) that were registered at the Office of the City/Municipal Civil Registrars and forwarded to the Philippine Statistics Authority - Provincial Statistical Offices in Region I. Information included births, deaths and marriages registered in October to December 2017 and October to December 2016.
