Celebrating the tireless dedication and remarkable contributions of Local Civil Registry Offices (LCROs) in advancing civil registration services, the Philippine Statistics Authority (PSA)-La Union Provincial Statistical Office recognized the 2023 Best Performing LCRO Awards on May 15, 2024, at J&V Hotel and Resort, City of San Fernando, La Union.

Chief Statistical Specialist (CSS) Danites E. Teñido, PhD of PSA-La Union in her opening message, commended the dedication of LCROs in delivering essential civil registration programs, activities, and services and emphasized the importance of collaboration between the PSA and LCROs to enhance service delivery and inspire excellence among LCROs across the province.

Regional Director Atty. Sheila O. De Guzman of PSA-Regional Statistical Services Offices I (RSSO I), represented by Chief Administrative Officer (CAO) Camille Carla U. Beltran of the Civil Registration and Administrative Division (CRASD), also delivered an inspirational message underscoring the perpetual duty of public servants to adapt and excel, and to foster the collective vision for the Ilocos Region to become the country’s soundest implementers of civil registration and vital statistics.

During the awarding of 2023 Top-Performing LCROs, LCRO Agoo secured its six-year straight reign as Champion. LCRO Aringay, LCRO Bacnotan, and LCRO Burgos claimed the 1^st Runner up, 2^nd Runner up, and 3^rd Runner up spots, respectively. Meanwhile, LCRO San Gabriel and LCRO Sudipen emerged as 4^th Runners up. The 5^th Runner up to 9^th Runner up were LCRO Rosario, LCRO Bauang, LCRO Sto. Tomas, LCRO San Juan, and LCRO Naguilian. 

In addition to recognizing Top-Performing LCROs, the event also highlighted excellence in specific areas with the presentation of special awards. LCRO Bacnotan earned distinction as champion in the "Naimpusuan a Panagserbi Award" for its unwavering commitment to citizen-focused service. LCRO Aringay was awarded champion in the "Natalged a Timpuyog Award" for its outstanding collaboration efforts. With LCRO Agoo's innovative initiatives, they landed as champion in the "Naisangsangayan a Ganuat Award" as well as the “Natulnog Award” being the most responsive and compliant LCRO. LCRO City of San Fernando stood out as champion in the "Nainsiriban a Balakad Award" for its effectiveness in problem-solving. Additionally, LCRO Bangar secured the top spot among the most active Birth Registration Assistance Project (BRAP) partners, while LCRO Agoo received recognition for solemnizing the highest number of couples during mass weddings in 2023. 

The selection of top-performing LCROs aimed to: encourage efficiency and productivity, innovativeness, and creativity in the LCROs; acknowledge the LCROs’ initiatives in supporting programs and activities relevant to the Civil Registration and Vital Statistics (CRVS) Decade; promote the values of participation, cooperation, and social responsibility; and align the incentive system with the results-based performance that delivered timely, accurate, reliable products and efficient civil registration services. Moreover, the selection of top-performing LCROs was based on their ratings in various activities undertaken from January to December 2023, including the submission of civil registry documents, annual reports, and evaluation during the LCRO visitation. 

The awarding of top-performing LCROs is an annual activity conducted by PSA-La Union to recognize the efforts of LCROs as well as to inspire and motivate all LCROs in the province to actively participate in all CRVS initiatives to deliver better services to Filipinos and to serve as an exemplar of effective and efficient LCROs.
