A joint Bids and Awards Committee (BAC) Summit was conducted by the 3 PSA RSSOs in the Northern Luzon, namely; llocos Region, Cagayan Valley Region, and the Cordillera Administrative Region. The summit was conducted to remind the participants of their adherence to the principle of
transparency, accountability, equity, efficiency, and economy in the procurement process of the organization. lt also served as a refresher course as to the structure, composition and vital functions of the BAC members, technical working group and secretariat.
OIC Deputy National Statistician Minerva Eloisa P. Esquivas, the Chairperson of the Central Office Bids and Awards Committee, reiterated I the importance of BAC in an organization. She also gave
updates on the operations of the 2022 Census of Agriculture and Fisheries (CAF) and discussed the
procurement process related to it. The guidelines on the use of Framework Agreement by all Procuring Entities, and Guidelines on Renewal of Regular and Recurring Services as well as BAC Parliamentary Procedures were all presented by Assistant National Statistician Joseph L. Cajita of the
National Censuses Surveys Office.
Some of the topics presented by the Resource Speakers from PSA RSSO03 were the composition of Regional Bids and Awards Committee (RBAC), the procurement process flow and the standard templates or forms that they are using. They also shared the best practices of their region in their procurement process. A workshop was conducted at the second day of the summit where outputs were presented and reviewed.
lndeed, all the participants have enjoyed the sharing of knowledge and got well acquainted with the necessary rules and regulations on the modernization, standardization, and regulation of the procurement activities of the PSA, ensuring that all are in accordance with Republic Act 9184, otherwise known as the Government Procurement Reform Act.
