The Philippine Statistics Authority – Regional Statistical Services Office I (PSA – RSSO I), in partnership with the Local Civil Registry Offices (LCROs), continuously implements the PhilSys Birth Registration Assistance Project (PBRAP) in the region.

The PBRAP is an initiative of the PSA which primarily aims to increase the level of registration of vital events, particularly by registering births of at least 45,000 individuals in the region belonging in marginalized communities, Indigenous People, Muslim Filipinos, from the poorest sector, and persons currently living outside their place of birth.

In addition, this activity is aligned with the commitment on Civil Registration and Vital Statistics Decade for the birth registration of 99.5 percent of Filipinos by the end of 2024.

The project also aims to strengthen the documentation of Step 2 registration of Republic Act No. 11055, otherwise known as the Philippine Identification System (PhilSys) Act, by increasing the use of the birth certificate as the basic document to be presented by citizens seeking to register with PhilSys.

As of 19 December 2022, a total of 24,048 birth records were received by PSA-Civil Registration Service for verification whether they have birth certificates in the Civil Registry System database. Out of this number, a total of 14,550 birth records had been verified, wherein 11,312 have no birth records while 3,238 resulted to positive verifications. Those who have no birth record will undergo the process of delayed registration at the concerned LCRO.

A total of 225 COLBs have already been printed in security paper and issued to the beneficiaries in Pangasinan.
