Philippine Statistics Authority (PSA) undertakes 2016 Updating of the List of Establishment which aims to update the Statistical Business Register (SBR) primarily to provide an up-to-date and reliable sampling frame for business surveys and censuses. The ULE involves: capturing of new establishments and gathering data on their characteristics, updating the status and characteristics of “old” establishments; and de-listing of establishments no longer operating or with other operation status that should no longer form part of the List of Establishment (LE).
 
The 2016 ULE covers about 12,000 main office establishments and around 9,000 barangays without listed establishment since 2012 will be visited to list existing establishment/enterprises within the scope of ULE. 
 
The main objectives of the 2016 ULE is to provide updated list of establishment/enterprises with information on their characteristics. It also provides distribution of establishment/enterprises; information on business births and deaths and other business demographic indicators; and provide list of emerging industries.
 
Furthermore, LE is among the important products of the PSA.  It provide reliable statistical frame for the conduct of establishment/ enterprise surveys, bases for sampling and coverage decisions; compilation of micro, small & medium enterprises statistics; and determination of new economic activities as input for updating/revising the industry classification. The statistics derived from ULE are used as inputs to policy papers of the government, policy and program formulation and monitoring of trade and industry development; and monitoring & analyzing current developments in various geographical levels and implementation of government projects.
 
The data collected under 2016 ULE shall be covered by the confidentiality of information clause under Section 26 of RA 10625 which stipulates that individual data furnished by a respondent to statistical inquiries, surveys and censuses of the PSA shall be considered privileged information and such shall be inadmissible as evidence in any proceeding.  The PSA releases data gathered in the form of summaries of statistical tables, in which no reference to individual, corporation, association, partnership, institution or business enterprise shall appear.
Like other statistical surveys of the PSA, the successful conduct of the 2016 ULE shall be attributed to the cooperation of the respondents and officials of the sample barangays.
