The Philippine Statistics Authority – Regional Statistical Services Office I (PSA – RSSO I) conducts the 2020 Annual Survey on Philippine Business and Industry (ASPBI) and 2020 Survey on Tourism Establishments in the Philippines (STEP) in April 2021 with 2020 as reference period.  
 
The ASPBI is a nationwide activity covering establishments that are confined to the formal sector of the economy. It aims to collect and generate information on the levels, structure, performance and trends of economic activities of the formal sector of the economy for year 2020. For this survey round of the ASPBI, the 2020 STEP will be the rider survey. The 2020 STEP aims to collect and generate statistics on the availability of supply from tourism industries that will meet the consumption of goods and services of visitors.   
 
The 2020 ASPBI which will capture data on the sample establishments engaged in the 18 sectors of the economy utilizes seven questionnaires namely: (1) ASPBI Form 1: Agriculture, Forestry and Fishing; (2) ASPBI Form 2: Mining and Quarrying, Manufacturing; (3) ASPBI Form 3: Electricity, Gas, Steam and Air-conditioning Supply; and Water Supply; Sewerage; Waste Management and Remediation Activities; (4) Construction; (5) ASPBI Form 5: Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles; (6) ASPBI Form 6: Financial and Insurance Activities; and (7) ASPBI Form 7: Business and Services.  
 
Meanwhile, there are five types of questionnaires for the 2020 STEP, namely: (1) STEP Form 1: Accommodation; (2) STEP Form 2: Food and Beverage; (3) STEP Form 3: Transport Operators; Tour and Travel Agencies; (4) STEP Form 4: Health and Wellness; and (5) STEP Form 5: Other Tourism Activities; which will capture data for tourism characteristic establishments in the Philippines. 
 

A total of 38,500 sample establishments for the 2020 ASPBI nationwide       will be covered in this survey. From this total, 1,565 establishments                will be covered by the Ilocos Region: 294 in Ilocos Norte, 250 in Ilocos Sur, 232 in La Union and 789 in Pangasinan. For the 2020 STEP, there are 485 total sample establishments to be covered in Ilocos Region: 93 in Ilocos Norte, 92 in Ilocos Sur, 57 in La Union, and 243 in Pangasinan.

 

The PSA enjoins the sample establishments and officials of the sample areas for the successful conduct of the 2020 ASPBI and 2020 STEP. Sample establishments are given multiple options on how they can respond to the survey. They can either answer via (1) online questionnaire available at https://aspbi.psa.gov.ph for ASPBI, and http://step.psa.gov.ph for STEP; (2) utilize electronic copy of the questionnaire either in Excel or fillable pdf file format that will be sent to the official email address of the sample establishment upon request or; (3) accomplish the printed copy of the questionnaire.
 

The authority and mandate of PSA to conduct the 2020 ASPBI and 2020 STEP emanates from Republic Act (RA) No. 10625, also known as the Philippine Statistical Act of 2013, Section 26 of RA No. 10625 stipulates that data furnished by a respondent to statistical inquiries, surveys and censuses of PSA shall be considered privileged communication and as such shall be inadmissible as evidence in any proceeding. The PSA release data gathered from censuses only in the form of summaries or statistical tables, in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear.
