The Philippine Statistics Authority (PSA) Regional Statistical Services Office I (RSSO I) and La Union Provincial Statistical Office facilitated the second leg of the 2023 Philippine Identification System (PhilSys) Information, Education and Communication Campaign and Regional Roadshow on 29 March 2023 at Ynad’s Place Hotel and Resort, City of San Fernando, La Union.  

 

The above-mentioned activity was attended by a total of 187 participants from the National Government Agencies (NGAs), Provincial Line Agencies, Local Government Units (LGUs), La Union Civil Registry Offices (LCROs), academe, media, and the financial and private organizations.

 

The conduct of PhilSys IEC Campaign was initiated by the PhilSys Registry Office (PRO) – Use Case Development and Management Service (UCDMS) with the aim to apprise both the government and private sectors on identity verification, to promote PhilSys Registration, and to eliminate possible barriers on Philippine Identification (PhilID) card and Electronic Philippine Identification (ePhilID) acceptance. The advocacy activity is implemented by the UCDMS together with the Fraud Management and Client Management Service (FMCMS) to disseminate information on PhilSys particularly in their respective areas. The Regional Roadshow has three stops in Ilocos Region: Pangasinan, La Union and Ilocos Norte. Resource Speakers from the PRO were: Assistant National Statistician (ANS) Emily R. Pagador of UCDMS, OIC – ANS Atty. Henedine P. Palabras of FMCMS, Project Development Officer I Christine P. Javier of Social Protection Use Cases Division (SPUCD), Division Chief Atty. May Encarnina P. Gaoiran of Planning and Policy Coordination Division (PPCD), Project Development Officer IV OIC – Division Chief Oliver P. Chancoco of Financial and Private Sector Use Cases Division (FPSUCD), Registration Officer II Randolf Ryan D. Nuguid of Fraud Management Division (FMD), PhilSys Registration Officer I Maria Jingkee B. Billedo of Feedback and Grievance Division (FGD), and Project Development Officer III Chrislee A. Javier of Government Service Use Cases Division (GSUCD).

 

During the morning session, the activity focused on the following topics: Salient Features of R.A.11055 or the Philippine Identification System Act; PhilSys Policy on PhilID Replacement; and the API-enabled Authentication Services and Regulatory Onboarding. In the afternoon session, the following topics were discussed: PhilSys Fraud Management Framework, PhilSys Feedback and Grievance Mechanism, Frequently Ask Questions (FAQs) for Relying Parties, and Escalation Process for Reports of Non-Acceptance; and the Orientation on (Memorandum Circular) MC No. 95, s. 2022 which directs all government agencies, offices, Instrumentalities, as well as LGUs, to prepare for the implementation of the PhilSys and its integration into government processes, databases, systems and services and the PhilSys Integration Plan (PIIP) Template.  An open forum was also conducted to address queries and classifications on PhilSys from the participants.

 

To cover unregistered individuals for the PhilSys, the PhilSys Step 2 Registration booth was made available at the venue as well as the ePhilID issuance open for registered persons issued with PhilSys Serial Numbers (PSNs).
