The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office conducted the orientation on the 2022 Community-Based Monitoring System (CBMS) Barangay Profile Questionnaire (BPQ) on June 1-2, 2022 to Local Government Units (LGUs) of La Union who will join the 2022 CBMS nationwide rollout this year.
The orientation was attended by barangay officials and CBMS core team members of PSA-funded municipalities (Burgos, Bagulin, and Pugo) and LGU-funded municipalities (Bacnotan, Bangar, Aringay, and Rosario) in the province. After which, the LGU-funded municipalities had their orientation on CBMS-BPQ in their respective municipalities with the following schedule: Rosario – June 13-14, 2022 (1st Batch) and June 15-16, 2022 (2nd Batch); Bangar – June 15-16, 2022; Bacnotan – June 16-17, 2022; and Aringay – June 17-19, 2022.
Minimum health and safety protocols such as physical distancing, frequent hand sanitizing, and wearing of face mask were strictly implemented throughout the activity.
The CBMS BPQ orientation aimed to equip the barangay officials and CBMS core team members with the necessary knowledge and skills to properly accomplish the BPQ using the Computer-Assisted Web Interview (CAWI) and/or the Self-Administered Questionnaire (SAQ). The BPQ, also called CBMS Form 4, is designed to gather data on the characteristics of barangays such as the types of facilities and establishments present in the barangay.
Under Republic Act (RA) No. 11315 or the CBMS Act, the PSA shall lead the implementation of CBMS. Through the improvement of the design of the CBMS, the PSA will be able to institutionalize and synchronize the conduct of the CBMS as well as to generate more relevant and more locally disaggregated statistics on poverty such as the Multidimensional Poverty Index (MPI). More importantly, the capacity of the cities and municipalities to produce and use local level statistics will be given attention for them to craft more effective policies and to improve the efficiency of existing programs and projects.
The data collection for the 2022 CBMS BPQ will run from June 1, 2022 to July 1, 2022, covering all the barangays of the participating municipalities.
