The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office will conduct the Survey on Costs and Returns (SCR) of Palay Production second round on February 6 to 17, 2023.

 

The SCR of Palay Production aims to generate and update the data on the cost structure of palay production and average use of materials and labor inputs, measure profitability, and other socio-economic characteristics of palay farming in the province. The first round, with January to June 2022 as the reference period, was conducted in July 2022. The second round, with July to December 2022 as the reference period, will be conducted this January 2023. The survey is in collaboration with the Department of Agriculture – Bureau of Agricultural Research (DA-BAR).

 

PSA-La Union will hire five Statistical Researchers (SRs) to interview 140 sample palay farming households in La Union through a Computer-Assisted Interviewing Approach (CAPI) using tablets. Respondents are assured that the SRs will strictly abide with the health and safety protocols, such as observance of social distancing, wearing of facemasks, and proper hygiene and sanitation at all phases of field operation.

 

The PSA enjoins the public to support the SCR of Palay Production second round by providing complete and truthful information to the hired SRs who will visit the sample households.  The authority on the conduct of the SCR is provided under Section 5 of Republic Act (RA) No. 10625, also known as the Philippine Statistical Act of 2013, which states that “The Philippine Statistics Authority shall be primarily responsible for all national censuses and surveys, including sectoral statistics, consolidation of administrative recording system, and compilation of national accounts.”

 

The PSA ensures that data to be collected in the survey shall be covered by the confidentiality of information clause under Section 26 of RA No. 10625, which stipulates that individual data furnished by a respondent to statistical inquiries, surveys, and censuses of the PSA shall be considered privileged information and such shall be inadmissible as evidence in any proceeding.
