The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office conducts the 4th Quarter 2022 Livestock and Poultry Surveys comprised of the Commercial Livestock and Poultry Survey (CLPS) and the Backyard Livestock and Poultry Survey (BLPS) on November 22 to 30, 2022 and on December 1 to 8, 2022, respectively, to measure the performance of the livestock and poultry industry.

 

The general purpose of the CLPS and BLPS is to generate estimates on inventory, number of animals disposed, average farmgate price, egg production of poultry animals, milk production of dairy animals and other related data.  Data collection is done quarterly covering all animals tended by the operator. 

 

The CLPS aims to generate estimates on supply, disposition and other related data of livestock and poultry commodities from establishments while the BLPS aims to generate estimates on inventory, supply and disposition, and other related data of livestock and poultry commodities at the household level. 

 

For the CLPS, the survey covers cattle, carabao, swine, goat, and sheep for livestock production; and chicken, chicken eggs, duck and duck eggs for poultry commodities.  On the other hand, the commodity coverage for BLPS includes cattle, carabao, swine, and goat for livestock production; and broiler, layer, native/improved chicken, gamefowl, chicken eggs, duck and duck eggs for poultry commodities.   Other animals tendered/raised by the operator for propagation purposes such as sheep, horse, rabbit, quail, turkey, goose, among others are also included in the BLPS.

 

The data that will be generated from the CLPS and BLPS are inputs to the valuation of production of Philippine agriculture and fisheries, and accordingly to the preparation of the Gross Domestic Product (GDP).  Moreover, the survey supports the data needs of planners, policy and decision makers, and other stakeholders in the agriculture sector particularly the National Economic and Development Authority (NEDA), the Department of Agriculture (DA), and its attached agencies such as the Bureau of Animal Industries (BAI), Philippine Carabao Center (PCC), National Dairy Authority (NDA), National Meat Inspections Service (NMIS), Philippine Council for Agriculture and Fisheries (PCAF), and the general public.

 

In La Union, the PSA hired five Statistical Researchers (SRs) both for the CLPS and BLPS who will visit the sample farms and households for both surveys. The CLPS has a total of 50 sample farm establishments while the BLPS has a total of 320 sample households from 16 sample barangays. The PSA assures the public that all personnel involved in this undertaking are in good health condition and will strictly follow minimum public health and safety standards against COVID-19 during all phases of the field operations.  They shall likewise observe all protocols laid down by the Local Government Units (LGUs).

 

The authority and mandate of the PSA to conduct the CLPS and BLPS emanates from Republic Act (R.A.) No. 10625 known as the Philippine Statistical Act of 2013 which states that, “the PSA will be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts.”

 

The PSA enjoins the commercial farm operators and backyard raisers to support and participate in the CLPS and BLPS by providing truthful, complete and accurate information to the SRs. 

 

The data furnished in said surveys shall be treated with strict confidentiality and shall be considered privileged communication, hence, inadmissible evidence in any proceeding as provided for in Section 26 of R.A. No. 10625.  The PSA also complies with the Data Privacy Act of 2012 and assures that all collected personal information are processed in accordance with the law and other issuances.
