The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Officeconducts the 3rd Quarter 2020 Commercial Livestock and Poultry Survey (CLPS) on September 21 –30, 2020 which aims to generate estimates on inventory, supply, and disposition of livestock and poultry commodities from commercial farms.

The CLPS is one of the major agricultural surveys of PSA.The third quarter 2020 round it will cover swine, layer, and broiler. The survey is undertaken to measure the performance of the livestock and poultry industry. It gathers data on inventory, number of births/hatched live, death/losses/mortality rate, sold live for slaughter and sold live for other purposes, slaughtered/dressed in household/farm, egg laying efficiency ratio, and average liveweight of disposed animals. The data that will be generated from this survey supports the data needs of planners, policy and decision makers, and other stakeholders in the agriculture sector particularly the National Economic Development Authority (NEDA), the Department of Agriculture, and its attached agencies.

In La Union, the PSA hired and trained two Statistical Researchers (SRs) who will interviewa total number of 68 sample farms. Various data collection methodswill be employed due to the Coronavirus Disease 2019 (COVID-19) pandemic. For face-to-face interviews, SRs will strictly abide with health and safety precautionary measures such as social distancing and use of face mask and face shield. Mobile phone interviews or the use of email can be adopted in areas where face-to-face interviews are not feasible due to community quarantine.

The authority and mandate of the PSAto conduct the CLPS emanates from Republic Act(RA) No. 10625 known as the Philippine Statistical Act of 2013.RA 10625 states that,“The PSA will be primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of administrative recording system, and compilation of national accounts.”

The PSA enjoins the support of sample farms to provide truthful, complete and accurate information to the SRs. The respondents are assured that data to be collected in the survey shall be covered by the confidentiality of information clause under Section 26 of RA 10625. Protection of privacy of respondents is also ensured in accordance with Data Privacy Act of 2012 wherein respondents will be treated with utmost confidentiality.
