The Philippine Statistics Authority (PSA) will once again conduct the Annual Survey of Philippine Business and Industry (ASPBI) with 2015 as the reference year, covering 3,600 establishments nationwide. Out of these sample establishments, exactly 800 are from Region I, with the following distribution, 130 establishments in Ilocos Norte, 90 establishments in Ilocos Sur, 149 establishments for La Union and the bulk of the samples are from the province of Pangasinan with 431 establishments.
The 2015 ASPBI is a forerunner of the 2014 ASPBI and the 44th of the series of annual surveys of establishments conducted since the 1956 Survey of Manufactures. The survey aims to provide information on the economic activities of the formal sector in the entire country in 2015. It will also gather data on employment, compensation, income, expense, total assets, capital expenditures and inventories. As well generate indicators from above-mentioned variables such as value added, labor productivity, average compensation and others, which are necessary to evaluate the performance of industries at the national and regional levels.
Seven types of questionnaires will be used to cover the following major sectors, Agriculture, Forestry and Fishing; Mining and Quarrying; Manufacturing; Electricity, Gas, Steam and Air-conditioning Supply; Water Supply, Sewerage, Waste Management and Remediation Activities; Construction; Wholesale and Retail Trade, Repair of Motor Vehicles and Motorcycles; Financial and Insurance Activities; and Business and Services. This method is employed to meet the data requirements of each specific section of the economy based on the 2009 Philippine Standard Industrial Classification (PSIC).
For this year round of the ASPBI, the 2015 Survey on Information and Communication Technology (SICT) will be the rider. This is the sixth round for the rider survey since its conduct in 2002 with 2001 as the reference period, in collaboration with the Information Technology and E-commerce Council of the Office of the President. The SICT aims to collect and generate information on the availability, distribution and access/utilization of ICT among establishments in the country. The measurement of ICT access and use will enable the assessment and monitoring of the digital divide in the country. Furthermore, the survey will generate core ICT indicators important for measuring the progress in information and communication technology.
Being a rider survey, it will also be undertaken nationwide and will cover all industries covered in the 2015 ASPBI. For the purposes of this survey, these industries will be classified as core ICT industries (industries comprising the Information Economy) and non-core ICT industries.
The Information Economy is composed of the Information and Communication Technology Sector (ICT) and the Content and Media Sector. Industries under the ICT Sectors are ICT manufacturing industries; ICT trade industries; and ICT service industries. While the Content and Media Sector is comprising of publishing activities; motion picture, video and television programme production, sound recording and music publishing activities; and programing and broadcasting activities.
Distribution of survey forms will start on April 13, 2016 and collection on May 2, 2016. Accomplished questionnaires submitted by the respondents shall be treated with utmost confidentiality as mandated under Section 26 of the Republic Act 10625. However, establishments or officials of the establishment who will refuse to accomplish the survey can be imposed with the penalty of one-year imprisonment and a minimum fine of P100,000.00 to a maximum of P500,000.00 as stipulated under Section 27 of the same law.
The result of the surveys will be made available to the public through special releases and data dissemination tentatively scheduled on December 2017.
