The Philippine Statistics Authority (PSA) will conduct the 2017 Updating of the List of Aquaculture Farms (2017 ULAF) from October 2 to November 29, 2017. The 2017 ULAF is a nationwide undertaking aimed at updating the sampling frame for statistical surveys on aquaculture subsector. The aquafarm subsector contributed about 50.5 percent to the total volume of production of the fishery sector in 2016.
Specifically, the 2017 ULAF updating and listing operation intends to come up with an updated list of aquaculture farms that will serve as a sampling frame for quarterly surveys on aquaculture. Among the information to be gathered include culture system, management system, area and/or volume of species cultured and location of aquaculture farm. There are about 30 thousand aquaculture farms in Region I based on the following: 1)Aquaculture Farms Inventory (AqFI) from the Fisheries Statistics Division; 2) 2012 Census of Agriculture and Fisheries; and 3) BFAR Lists of Aquafarms.
A total of 42 Statistical Researchers and 11 Team Supervisors will be hired and trained by the PSA for the conduct of 2017 ULAF in Region I. The success of the activity will greatly rely on the cooperation of the respondents in giving the needed information to the 2017 ULAF enumerators and supervisors.
The authority and mandate of the PSA to conduct the 2017 ULAF emanates from Republic Act (RA) No. 10625, also known as the Philippine Statistical Act of 2013, which states that PSA shall be primarily responsible for all national censuses and surveys, including sectoral statistics, consolidation of administrative recording system and compilation of national account.
Furthermore, Section 26 of RA 10625 stipulates that data furnished by the respondents to statistical inquiries, surveys and censuses of PSA shall be considered privileged communication and such shall be inadmissible as evidence in any proceedings. The PSA may release data gathered from censuses only in the form of summaries or statistical tables, in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear.
