The Philippine Statistics Authority (PSA) will conduct the 2017 Listing of Farm Households (LFH) in September to December 2017. It is a nationwide activity that aims at updating the sampling frame for agricultural-based surveys such as the Quarterly Palay and Corn Production Survey, Quarterly Backyard Livestock and Poultry Survey, and others.
The 2017 LFH sample barangays are selected from the 2012 Census of Agriculture and Fisheries (CAF) results using existing sample design, that is, multi-stage sampling using probability proportional to farm size. These sample barangays 'are identified for each province as either palay-producing and/or corn-producing areas. All households within the selected sample LFH barangays for palay and corn farm will be enumerated to determine the presence of household member/s who operated crop farm and/or livestock/poultry farm for the period of September 2016 to August 2017. These household members will be interviewed to collect data on the details of their farm/holding using Computer-Assisted Personal Interviewing (CAPI), wherein the enumerators will be working on a handheld tablet device to facilitate face-to-face interview.
The authority and mandate of the PSA to conduct the 2017 LFH emanates from Republic Act (RA) No. 10625, also known as the Philippine Statistical Act of 2013, which states that PSA shall be primarily responsible for all national censuses and survey, including sectoral statistics, consolidation of administrative recording system and compilation of national account. Furthermore, Section 26 of RA 10625 stipulates that data furnished by the respondent to statistical inquiries, surveys and censuses of P$A shall be considered privileged communication and such shall be inadmissible as evidence in any proceedings. The PSA may release data gathered from censuses only in the form of summaries or statistical tables, in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear.
The PSA enjoins the sample household respondents and the barangay officials of the sample barangays to cooperate and participate in the conduct of the LFH. The data generated from this activity will make the Philippine's list of households and agricultural operators updated. With an updated and accurate list, the sample surveys to be conducted will be more accurate making the government plans and programs more responsive to the needs of the people.
