The Philippine Statistics Authority (PSA) – La Union Provincial Statistical Office has facilitated the successful Step 2 Registration of 618,494 Filipinos in La Union for the Philippine Identification System (PhilSys) as of December 30, 2022 since it started gradual Step 2 Registration rollout in the province in February 2021.

Step 2 is one of the three steps of PhilSys registration that involves the validation of supporting documents, and capturing of biometric information that includes iris scan, fingerprints and front-facing photograph.

Step 1 registration is the gathering of demographic information such as a person’s name, sex, date of birth, place of birth, blood type, address and marital status while Step 3 is the delivery of the physical PhilID cards to owners by the Philippine Postal Corporation (PHLPost).

Meanwhile, a total of 88,561 Filipinos completed the PhilSys Step 2 Registration in the province from January 24, 2022 to December 30, 2022.  The table below shows the number of registered applicants for the PhilSys Step 2 Registration by city/municipality.

All government agencies and private establishments are mandated to accept the Philippine Identification (PhilID) card and PhilSys Number (PSN) as sufficient proof of identity and age in all government and private transactions as provided under Executive Order No. 162.

Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act (RA) 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.  Under Sections 2 and 3 of RA 11055, the law seeks to promote seamless delivery of service, improve the efficiency, transparency, and targeted delivery of public and social services, strengthen financial inclusion and social protection, and promote ease of doing business.
