In line with the goal of increasing registration output and registering 100 percent of the target population ages 1 year old and above, the Ilocos Norte Provincial Statistical Office (PSO) undertakes coordination with barangay officials and conducts house-to-house inquiry to determine the potential registrants to be registered in the Philippine Identification System (PhilSys).

Started in January 2024, this strategy aims to reach out unregistered individuals in all barangays within the province to provide opportunity and discuss with them the processes of PhilSys registration and the benefits of being a PhilSys registered citizen. The information collected from the coordination and house-to-house inquiry is a helpful input for the PSO to efficiently formulate its deployment plan and maximize schedule of mobile registration in each barangay. This undertaking also strengthens the partnership of the Philippine Statistics Authority (PSA) and the Local Government Units (LGU) through the barangay officials, as it requires their support and assistance in bringing the services closer to the public. 

As of June 15, 2024, the PSO already covered all barangays of Laoag and Batac City, and of the municipalities of Adams, Bacarra, Badoc, Banna, Carasi, Currimao, Dingras, Dumalneg, Marcos, Paoay, Pasuquin, Piddig, Pinili, San Nicolas, Sarrat, and Solsona.

Currently, the PSO conducts coordination and facilitates mobile registrations in the Municipality of Vintar and targets to cover the Municipalities of Bangui, Burgos, Pagudpud and Nueva Era until the end of July this year. 

During coordination and house-to-house inquiry, the registration personnel only collect the name, age and contact number of the unregistered individual in order to provide necessary assistance to the possible registrants. The PhilSys personnel also inform the unregistered individuals on the schedule of registration and the supporting document/s that they need to present. 

The PSO also continuously conducts dialogue with the Local Government Units through the Local Civil Registry Office and Barangay Officials to provide updates on the new services of PhilSys such as the digital ID and updating service. PhilSys-registered individuals are entitled to three types of identification cards: the physical PhilID card; the printable electronic PhilID (ePhilID); and the digital ID. These are all valid proofs of identity and shall be means of simplifying public and private transactions and shall be a social and economic platform that promotes seamless social service delivery and strengthens financial inclusion for both public and private services.
