Results from the Fisheries Production Survey, 3rd Quarter 2016
The overall fisheries production in Region I decreased by 3.3 percent in 3rd quarter 2016. From its total output of 25,444 metric tons in 3rd quarter 2015, it went down to 24,599 metric tons this 3rd quarter 2016. The negative growth in production was contributed by the municipal sub-sector, particularly the marine municipal fisheries. The provinces of llocos Norte and llocos Sur posted lower output by 32.1 percent and 26.8 percent, respectively. The aquaculture sub-sector contributed 77 .1 percent to the total fish production of Region
I in 3rd quarter 2016. The municipal sub-sector, which comprises the marine and inland municipal fisheries, shared 18.0 percent, while the commercial fisheries shared 5.0 percent to the total output.

In terms of provincial distribution, the province of Pangasinan shared the bulk of production of about 83.7 percent. Its commercial and aquaculture sub-sectors registered positive growth in output, while the municipal fisheries posted otherwise. The total fishery output of the province grew by 0.3 percent from 20,547 metric tons in 3rd quarter 2015 to 20,599 metric tons in 3rd quarter 2016.

The province of La Union, which shared 6.5 percent to the total fish production of Region I, posted an increase in 3rd quarter 2016. Its output during the period was 1,588 metric tons, or 7. 7 percent higher than the output in the same period last year. The commercial and aquaculture sub-sectors contributed to the overall positive growth in the fisheries output of the province.
 
The fisheries production of llocos Sur, which shared 4.9 percent to the total fish production of the region, registered lower production in 3rd quarter 2016 by about 26.8 percent. Its production during the period was 1,208 metric tons, lower than the output of 1,651 metric tons recorded in 3rd quarter 2015. All the fisheries sub-sectors of the province posted decreases in output.
 
The province of llocos Norte also registered lower overall fisheries production in 3rd quarter 2016 due to the decreased output of its municipal fisheries sub-sector. Its total output of 1,204 metric tons was 32.1 percent lower than its output in 3rd quarter 2015 of  1, 773 metric tons. I locos Norte accounted 4.9 percent to the overall fish production of Region I in 3rd quarter 2016.

Commercial Fisheries
The commercial fisheries volume of production in Region 1 posted positive growth of 62.2 percent in 3rd quarter 2016. From its output of 750 metric tons in July-September 2015, it grew to 1,218 metric tons this July-September 2016. The provinces of La Union and Pangasinan registered positive gains in output. The higher production can be attributed to the increased number of fishing days, bigger sizes of catch, presence of school of fish, and harvest of more payaos.
 
Meanwhile, the commercial fisheries volume of production of llocos Sur decreased by 24.4 percent due to lesser number of fishing trips caused by rough seas brought about by several typhoons and southwest monsoon. Loss of some payaos also contributed to the lower output of the province.
 
In terms of provincial shares, Pangasinan accounted for 83.9 percent of the region's commercial fisheries volume of production, followed by La Union, 9.7 percent share, and llocos Sur, 6.4 percent share.

The top five major catch in the region during the third quarter 2016 were Roundscad, Skipjack, Frigate tuna, Yellowfin tuna, and Hairtail.

Municipal Fisheries
The overall municipal fisheries production of Region I in 3rd quarter of 2016 decreased by 28.2 percent. Overall production was posted at 4,422 metric tons, lower than the output in 3rd quarter 2015 of about 6, 162 metric tons.
Marine Municipal
Production of Marine Municipal Fishery in Region I was posted at 3,964 metric tons in July-September 2016. This is 31 percent lower than its output in July-September 2015.  All the provinces in the region posted decrement in production. Lesser fishing operations, intrusion of commercial fishing vessels in municipal waters, stricter implementation of anti-illegal fishing ordinances, and lesser school of fish were the factors that could have contributed to the decline in output.

The province of Pangasinan contributed 45.4 percent to the region's marine municipal fish catch for the 3rd quarter 2016, followed by llocos Norte with 27.2 percent share, llocos Sur, 20.8 percent share, and La Union, 6.6 percent. The dominant catch in marine municipal waters of Region I during the quarter were Roundscad, Squid, Yellowfin tuna, Skipjack tuna, and Flying fish.       
Inland Municipal Fisheries
Production of Inland Municipal Fisheries in Region I increased by 8.9 percent in July­ September 2016. Its output during the period was posted at 458 metric tons, higher than the output of 421 metric tons in July-September 2015. All the provinces posted higher growths, except llocos Norte. Favorable water level and bigger sizes of catch due to the presence of natural food, abundant catch due to overflowed ponds and cages during several typhoons and habagat, continuous distribution of tilapia fingerlings, and initial harvests from fish shelters set were the factors that could have contributed to the positive growth in output.

By province, Pangasinan ranked first in the volume of production of Inland municipal fisheries during the 3rd quarter 2016 with 42.2 percent share. It was followed by llocos Sur with 22.0 percent share, La Union with 21.3 percent, and llocos Norte with 14.5 percent. The top five major catch in the region during the 3rd quarter 2016 were Tilapia, Freshwater goby, Freshwater crab, Mudfish, and Carp.

Aquaculture
Aquaculture production of Region 1 grew by 2.3 percent in July-September 2016. From its output of 18,532 metric tons in the same period last year, it went up to 18,960 metric tons this year. All the provinces, except I locos Sur, posted increases in output. The overall increase in production could be attributed to early harvest of some operators, better culture management, bigger sizes of catch, increased stocking rate, and more natural entries.

The province of Pangasinan shared the bulk of aquaculture production with 92.8 percent. The remaining 7.2 percent was shared by La Union, llocos Sur, and llocos Norte.

By culture type, aquaculture in Region 1 was dominated by Marine cage which accounted 44.3 percent of the total production. It was followed by Brackishwater fishpond (35.6 percent), Marine pen (14.1 percent), Brackishwater pen (2.8 percent), and Oyster (1.7 percent).

Milkfish dominated the aquaculture production of Region 1 with a share of 92.8 percent. Its production in July-September 2016 was posted at 17,592 or 1.2 percent higher than its output in the same quarter last year. More pens and cages and better culture management such as right timing of feeding, proper feed proportion and pond preparation were reported during the period.
Among the provinces of Region I, Pangasinan reported bulk of milkfish production in 3rd quarter 2016. It shared 95.5 percent to the total production of the region. The rest were shared by the other three provinces.
TECHNICAL NOTES
• The Fisheries Production Survey of the Philippine Statistics Authority (PSA) is divided into four (4) major fisheries surveys. These are the Quarterly Commercial Fisheries Survey (QCFS), Quarterly Municipal Fisheries Survey (QMFS), Quarterly Inland Fisheries Survey (QIFS) and Quarterly Aquaculture Survey (QAqS). The commercial and municipal fisheries surveys aim to provide quarterly data on volume and value of fish production by species, by region and by province. The aquaculture survey is intended to generate quarterly data on volume and value of cultured species by environment, by type of aquafarm, by region and by province.
 
• Concepts and Definitions:
 
Aquaculture - fishery operation involving all forms of raising and culturing of fish and other fishery species in marine, brackish and fresh water environment. Examples are fishponds, fish pens, fish cages, mussel, oyster, seaweed farms and hatcheries.
Aquafarm - the farming facilities used in the culture or propagation of aquatic species including fish, mollusk, crustaceans and aquatic plants for purposes of rearing to enhance production.
Brackishwater - mixture of seawater and freshwater with salinity that varies with the tide. Example are estuaries, mangroves and mouths of rivers where seawater enters during high tide.
Commercial Fishing - the catching of fish with the use of fishing boats with a capacity of more than three (3) gross tons for trade, business or profit beyond subsistence or sports fishing.
Fisheries - all activities relating to the act or business of fishing, culturing, preserving, processing, marketing, developing, conserving and managing aquatic resources and the fishery areas including the privilege to fish or take aquatic resources thereof (RA 8550).
Fisheries Sector - the sector engaged in the production, growing, harvesting, processing, marketing, developing, conserving and managing of aquatic resources and fishing areas.
Fish Cage - stationary or floating fish enclosure made of synthetic net wire/bamboo screen or other materials set in the form of inverted mosquito net ("hapa" type) with or without cover with all sides either tied to poles staked to the water bottom or with anchored floats for aquaculture purposes.
Fishing Gear - any instrument or device and its accessories utilized in taking fish and other fishery species.
Fishing Grounds - areas in any body of water where fish and other aquatic resources congregate and become target of capture.
Fish Pen - an artificial enclosure constructed within a body of water for culturing fish and fishery/ aquatic resources made up of bamboo poles closely arranged in an enclosure with wooden materials, screen or nylon netting to prevent escape of fish.
Fishpond - a body of water (artificial or natural) where fish and other aquatic products are cultured, raised or cultivated under controlled conditions. This is a land-based type of aquafarm. Note that the setting-up of fish cages in ponds does not make the operation of fish cage and at the same time a fishpond.
Freshwater - water without salt or marine origin, such as generally found in lakes, rivers, canals, dams, reservoirs, paddy fields and swamps.
Inland Municipal Fishing - the catching of fish, crustaceans, mollusks and all other aquatic animals and plants in inland water like lakes, rivers, dams, marshes, etc. using simple gears and fishing boats some of which are non-motorized with a capacity of three (3) gross tons or less; or fishing not requiring the use of fishing boats.
Landing Center - place where the fish catch and other aquatic products are unloaded and traded.
Municipal Fishing - covers fishing operation carried out with or without the use of a boat weighing three (3) gross tons or less.
