Ms. Jackielyn Galicinao Narbonita, a resident of Brgy. Lanao, Bangui, Ilocos Norte who is bedridden for the past two decades, was provided with a remarkable government service by being successfully registered to Philippine Identification System (PhilSys). Her registration was made possible through the collaborative partnership of Ilocos Norte Provincial Statistical Office and Local Civil Registry Office (LCRO) of Bangui, Ilocos Norte, with the directive of Atty. Sheila O. De Guzman, Regional Director of PSA Regional Statistical Services Office I.
Ms. Narbonita’s desire to register in National ID exemplifies perseverance in the face of adversity. With her prolonged confinement, her determination to access government services including healthcare benefits, social welfare programs and financial assistance remained unwavering. Her situation and request to be registered came to the attention of Atty. De Guzman during her supervision at Lanao, Bangui on 27 July 2024 for the ongoing 2024 Census of Population and Housing and Community-Based Monitoring System (POPCEN CBMS) which aids the agency in identifying PhilSys unregistered individuals.
On 31 July 2024, the registration team of Ilocos Norte Provincial Statistical Office together with Ms. Gloria B. Amudo, Municipal Civil Registrar of Bangui, Ilocos Norte, facilitated the registration Ms. Narbonita at her residence, considering her health condition. This proactive approach reflects the government's commitment to inclusivity and responsiveness in public service.
“This undertaking is worthwhile because everybody will be included in having a National ID”, MCR Amudo stated.
The successful registration of Ms. Jackielyn for her National ID now grants her with a valid supporting document to access government’s services including healthcare benefits, social welfare programs and financial assistance which are essential to her daily life and ongoing care needs.
The Ilocos Norte Provincial Statistical Office headed by Ms. Marilyn P. Vergara, Chief Statistical Specialist, reaffirms its commitment to ensure that all Filipino citizens in the province are registered in the National ID, recognizing it as a gateway to essential services from various government agencies. This commitment underscores the agency’s mission of promoting inclusivity and for an improved quality of life for all Filipinos.
