There were 2,849 construction projects from approved building permits recorded in the third quarter of 2024. Of the total construction projects, 2,031 were residential-type buildings accounting for 71.3 percent.

Meanwhile, 635 were non-residential building constructions which represent 22.3 percent of the overall total. On the other hand, alterations, and repairs to existing constructions accounted for 101 building projects, or 3.5 percent. Lastly, addition to existing constructions and other construction projects including street furniture and demolition, accounted for 82, or 2.9 percent. (Figure 1)

Pangasinan has the Highest Share of Construction Projects

Among the four provinces of the Ilocos Region, Pangasinan had the highest construction projects at 1,049 or 36.8 percent of the overall total. Ilocos Norte recorded 812 projects, or 28.5 percent of all building projects in the region. Ilocos Sur and La Union have recorded construction projects of 612 (21.5 percent) and 376 (13.2 percent), respectively. (Figure 2)

Total Value of Construction Amounts to PhP 5.99 Billion

The total value of construction in the third quarter of 2024 was PhP 5.99 billion. The construction value of residential buildings reached PhP 2.95 billion, owning more than half of the total value of constructions in the third quarter 2024. On the other hand, non-residential buildings were valued at PhP 2.82 billion, while alteration and repair to existing constructions were valued at PhP 0.13 billion. Lastly, addition to existing structures, and other construction projects were valued at PhP 0.08 billion. (Figure 3)

The province of Pangasinan had the highest recorded value at PhP 2.77 billion in the third quarter of 2024, equivalent to 46.2 percent of the total value of construction. Meanwhile, Ilocos Norte recorded a total value of construction amounting to PhP 1.44 billion, accounting for 24.0 percent. On the other hand, Ilocos Sur and La Union shared 17.7 percent (Php 1.06 billion) and 12.1 percent (Php 0.72 billion), respectively. (Figure 3)

Majority of Residential Buildings are Single Houses

Single houses recorded the highest number of constructions with 1,913 accounting for 94.2 percent of the total residential building constructions. Apartment/accessoria followed with 108 constructions representing 5.3 percent of the total residential construction. The rest where either duplex/quadruplex (9 project) or other residential constructions (1 project) translating to 0.5 percent. (Table 1)

Average Cost Per Square Meter of Residential Building Construction is PhP 10.42 Thousand

The total value of construction for residential buildings was PhP 2.95 billion with a total floor area of 283,193 square meters, estimated at an average cost of PhP 10.42 thousand per square meter. (Table 1)

The total value of construction for single-type residential houses reached PhP 2.58 billion, covering a total floor area of 248,217 square meters, translating to an average cost of PhP 10.39 thousand per square meter. (Table 1)

Apartment/accessoria houses recorded a total construction value of PhP 0.35 billion and a total floor area of 33,683 square meters, or an average cost of PhP 10.48 thousand per square meter. (Table 1)

Duplex/quadruplex houses recorded a total construction value of PhP 0.02 billion and a total floor area of 1,163 square meters, or an average cost of PhP 15.14 thousand per square meter. (Table 1)

Other residential houses recorded a total construction value of PhP 1.28 million and a total floor area of 130 square meters, or an average cost of PhP 9.87 thousand per square meter. (Table 1)

Nearly three out of four Non-Residential Buildings are Commercial Buildings

Among the non-residential constructions, nearly three out of four were commercial buildings at 424 projects, or 66.8 percent of the overall total in the third quarter of 2024. Institutional buildings ranked second with 145 construction projects, or 22.8 percent. Industrial buildings followed with 36 construction projects, representing 5.7 percent, while agricultural buildings recorded 20 construction projects, or 3.1 percent. Meanwhile, other non-residentials recorded 10 construction projects, or 1.6 percent. (Table 2)

Average Cost per Square Meter of Non-Residential Building Constructions was at PhP 12.60 Thousand

In the third quarter of 2024, the total value of non-residential building constructions in the Ilocos Region reached PhP 2.82 billion with a total floor area of 223,815 square meters. This translate to an average cost of PhP 12.60 thousand per square meter. (Table 2)

Institutional buildings had the highest value, with PhP 1.51 billion. It has a total floor area of 103,220 square meters with an average cost of PhP 14.67 thousand per square meter. (Table 2)

Commercial buildings ranked second with PhP 0.63 billion and a total floor area of 64,510 square meters, with an average cost of PhP 9.71 thousand per square meter. (Table 2)

Industrial buildings were valued at PhP 0.51 billion, covering a total floor area of 44,415 square meters, or an average cost of PhP 11.56 thousand per square meter. (Table 2)

Agricultural buildings ranked fourth with a total construction value of PhP 0.15 billion and a total floor area of 11,670 square meters with an average cost of PhP 12.49 thousand per square meter. (Table 2)
