There were 2,211 construction projects from approved building permits in the fourth quarter of 2024. Of the total construction projects, 1,616 were residential-type buildings accounting for 73.1 percent.

Meanwhile, 461 were non-residential building constructions which represent 20.9 percent of the overall total. On the other hand, addition to existing constructions and other construction projects including street furniture and demolition, accounted for 76, or 3.4 percent. Lastly, alterations, and repairs to existing constructions accounted for 58 building projects, or 2.6 percent. (Figure 1)
Ilocos Norte has the highest share of construction projects
Among the four provinces of the Ilocos Region, Ilocos Norte had the highest construction projects at 699 or 31.6 percent of the overall total. Ilocos Sur recorded 539 projects, or 24.4 percent of all building projects in the region. La Union and Pangasinan have recorded construction projects of 494 (22.3 percent) and 479 (21.7 percent), respectively. (Figure 2)


The total value of construction in the fourth quarter of 2024 was PhP 5.06 billion. The construction value of residential buildings reached PhP 2.42 billion, almost half of the total value of constructions in the fourth quarter 2024. On the other hand, non-residential buildings were valued at PhP 2.39 billion, while addition to existing structures, and other construction projects were valued at PhP 0.17 billion. Lastly, alteration and repair to existing constructions were valued at PhP 0.09 billion. (Figure 3)
The province of La Union had the highest recorded value at PhP 1.55 billion in the fourth quarter of 2024, equivalent to 30.5 percent of the total value of construction. Meanwhile, Pangasinan recorded a total value of construction amounting to PhP 1.42 billion, accounting for 28.1 percent. On the other hand, Ilocos Norte and Ilocos Sur shared 23.9 percent (Php 1.21 billion) and 17.5 percent (Php 0.88 billion), respectively. (Figure 3)
Majority of residential buildings are single houses
Majority of residential buildings were single houses with 1,538 accounting for 95.2 percent of the total residential building constructions. Apartment/accessoria followed with 72 constructions, representing 4.4 percent of the total residential construction. The rest were duplex/quadruplex with 6 construction projects, or 0.4 percent. (Table 1)
Average cost per square meter of residential building construction is PhP 11.35 thousand
The total value of construction for residential buildings was PhP 2.42 billion with a total floor area of 213,409 square meters. This translates to an average cost of PhP 11.35 thousand per square meter. (Table 1)
The total value of construction for single-type residential houses reached PhP 2.15 billion, covering a total floor area of 192,191 square meters, translating to an average cost of PhP 11.21 thousand per square meter. (Table 1)

Apartment/accessoria recorded a total construction value of PhP 0.26 billion and a total floor area of 20,470 square meters, or an average cost of PhP 12.63 thousand per square meter. (Table 1) Duplex/quadruplex houses recorded a total construction value of PhP 7.88 million and a total floor area of 748 square meters, or an average cost of PhP 10.54 thousand per square meter. Nearly three out of four non-residential buildings are commercial buildings
Among the non-residential constructions, 328 projects were commercial buildings, or 71.2 percent of the overall total in the fourth quarter of 2024. Institutional buildings ranked second with 71 construction projects, or 15.4 percent. Industrial buildings followed with 37 construction projects, representing 8.0 percent, while agricultural buildings recorded 20 construction projects, or 4.3 percent. Meanwhile, other non-residentials recorded 5 construction projects, or 1.1 percent. (Table 2)

Average cost per square meter of non-residential building constructions was at PhP 10.22 thousand
In the fourth quarter of 2024, the total value of non-residential building constructions in the Ilocos Region reached PhP 2.39 billion with a total floor area of 233,551 square meters. This translates to an average cost of PhP 10.22 thousand per square meter. (Table 2)
Industrial buildings had the highest value, with PhP 0.88 billion. It has a total floor area of 85,645 square meters with an average cost of PhP 10.30 thousand per square meter. (Table 2)
Commercial buildings ranked second with PhP 0.86 billion and a total floor area of 95,435 square meters, with an average cost of PhP 9.03 thousand per square meter. (Table 2)
Institutional buildings were valued at PhP 0.59 billion, covering a total floor area of 47,063 square meters, or an average cost of PhP 12.61 thousand per square meter. (Table 2)
Agricultural buildings ranked fourth with a total construction value of PhP 0.05 billion and a total floor area of 5,408 square meters with an average cost of PhP 9.06 thousand per square meter. (Table 2)
Other non-residential recorded 5 construction projects with a total value of PhP 1.38 million.
